Why the Tesla Model 3 misses Canada's EVAP
The Model 3 is cheap enough. It still fails the second test: country of manufacture. Tesla says so on its own Canadian incentives page.

Two tests. The Model 3 fails the second.
Ineligible for EVAP despite being under the price cap, because it's assembled in China (Giga Shanghai). EVAP requires manufacture in Canada or a country with an active free trade agreement. Does qualify for Quebec's $2,000 provincial rebate - provincial programs don't carry the federal free-trade requirement.
EVAP requires both a final transaction value of $50,000 or less (no cap for Canadian-built EVs) and manufacture in Canada or a country with an active free trade agreement. Freight and PDI are excluded from that cap. China is not an FTA partner, so Shanghai-built Model 3s are out even when the worksheet is well under $50,000.

Eligible for the federal EVAP incentive - assembled in Germany (Giga Berlin). Confirm at the dealer, since final transaction value decides eligibility. Tesla can change factories; re-check the incentives page on the VIN you are actually buying.
Quebec still pays. Ontario does not.
Provincial programs do not copy EVAP's FTA rule. The Model 3 still qualifies for Quebec's $2,000 Roulez Vert incentive (that program ends 31 December 2026). Ontario has had no provincial purchase rebate since 2018 - federal EVAP is the only government purchase incentive there, so a Shanghai Model 3 gets $0 from government in Ontario.
